Conformance target
We aim to conform to the W3C Web Content Accessibility Guidelines (WCAG) 2.2 at Level AA. This standard addresses keyboard accessibility, sufficient color contrast, semantic structure, alternative text for non-text content, and several other criteria.

This Site is intended to be accessible under the federal and California laws below. Where laws conflict and one provides greater protection, that law applies.
- Title III of the Americans with Disabilities Act ("ADA") — 42 U.S.C. § 12181 et seq.; implementing regulations at 28 CFR Part 36.
- Section 504 of the Rehabilitation Act of 1973 — 29 U.S.C. § 794 (programs receiving federal financial assistance).
- Section 508 of the Rehabilitation Act of 1973 — 29 U.S.C. § 794d (federal-procurement and federal-contractor accessibility).
- California Unruh Civil Rights Act — Cal. Civ. Code § 51 — incorporates ADA standards as a matter of California law and provides additional protections.
- California Government Code §§ 11135 and 7405 — accessibility requirements for state-funded programs and electronic and information technology used by state entities.
- California Building Code, Title 24 — physical accessibility standards applicable to our office.
Ongoing work
Accessibility is not a one-time task. We continuously review the Site as we add content. The Site as currently delivered:
- Provides keyboard navigation throughout.
- Maintains 4.5:1 contrast for body text and 3:1 for large text.
- Provides descriptive alt text on meaningful images.
- Uses semantic HTML headings, landmarks, and form labels.
- Provides a "Skip to content" link.
- Manages focus visibility for sighted keyboard users.
- Respects the user's
prefers-reduced-motion setting and disables non-essential animation when set.
